BTC mempool almost empty but:
Next Block Fee: $2.17
3 Blocks Fee: $2.17
6 Blocks Fee: $2.17
Wallets have to estimate the chance of sudden congestion (on BTC). That chance leads to overpayment. This is what Core explicitly wanted as is working as intended.
